How to get rid of Clipboard popup toolbar?

When I do a copy (Ctrl+C) more than once in Outlook, up pops this big
Clipboard toolbar right in my way. So I close it. The next time I
copy, it pops back again, blocking my view. So I shut it off with the
View | Toolbars | Clipboard menu. The next time I copy, it pops back
again.

How do I tell Outlook that I never never never never never never never
never never never want that stupid toolbar to appear??

My guess:

Edit -> Office Clipboard
Click the Options button at the bottom of the Office Clipboard pane.

I also would like to know how do I get rid of the Outlook Clipboard
Popup ?

Is the Outlook Clipboard Popup relatede to other MS Office Clipboard
Popup like Word ? Does it mean that I need to get rid of them
individually ? Or does it mean that there is a global setting that
says that I get rid of Clipboard Popup for all Office applications ?
