How to get a snap shot when a DVD is playing? I try pauseing the DVD
then I hit Ctrl + Print Scrn. When I play the DVD the picture is blank.

You can't screen print things playing in media viewers, they aren't part of
the screen, they are an overlay.

You'll need software that removes images from the dvd in a decrypted manner.

I know this doesn't answer your question directly, but I thought I'd offer my

Once you Ctrl + Print Scrn the desktop of the paused DVD, what graphics
application do you open to Paste the picture into?

I use PowerDVD to play DVD movies. The controls in it allow extracting
screen shots.

I use Microsoft Paint.
When I play a DVD I use Power DVD. How can I get a a snap shot of the
clip that is still playing.

What does this mean?
