How to force password change for 2000 AD domain

I inherited a domain management in where all users have account
password set to never expire in 2000 AD domain. I understand how to
set password requirements and complexity in the domain group policy,
but how can I force password change at next login for all users in the
domain. I have too many users to change account policies
individually, and I am just not finding where to force this for
everyone.
