how to fix damaged partition or recover pics deleted with new inst

My pc crashed and I could not get on the internet to find help. I do not know
much about computers so I reinstalled windows. Doing this deleted all my
sentimental pics. I still have them on my PC on a damaged partition that I
cannot access. I was trying to delete the whole 2nd partition but I only
could delete some files so I did that. If I can figure out how to repair that
partition I can find all my pics that are still on it. I tried to repair that
partition but windows does not show it when I choose which partition to
repair. Everything is still on that partition except some system files and I
cannot get into it since they are gone. Any advice for a total newbie? Please

Ok I found the file the pics are in while searching and copied it to my
documents but I cannot open any of them up, all the old names of the files
are still there. It says I dont have authorized access or permission to view
or something like that. How can I restore the pics?
 
Take the computer or hard drive to a data recovery service. Remember the
labour could be several thousand dollars as the files would need
reconstructing. Without an intact file allocation table this can be very
difficult. This problem is way beyond you or anyone on this group to fix.
 
The partition can't be very damaged then!! You need to take ownership of the
files - teach yourself from here.
 
Problem solved! Thank God! I got all my pics, documents, favorites, ect
back. All I had to do was take ownership and someone explained how.

You will need to log on in an account with Administrator status. Then
Go to that folder, right click take Properties. On the Security page
click Advanced, and look on Owner. You should see a panel 'Change owner
to' with a list of account names; select your account, check the
'Replace . . . on subobjects' box, and click Apply. OK then in the
outer level, again highlight your account and make sure it is selected
with Full Control checked in the first column
