How to expand/collapse a group of rows?

I recently saw an excel sheet, which has a (+) on the
left and when you click that, it reveals more rows, how
do we do this ?

Is this an ActiveX plugin ? or is it supported by Excel
itself ?

I found it, Group & Outline.
