How to establish a maximum and minimum value to a cell

Hi,

I was wondering how would I go about establishing a maximum and minimum
value to a cell?

Ex.: Cell B30=(B3-B23)/1000

I want B30 to range only from -.5 to .5.

So if B30=-1, I want it to turn into -.5, and if it equals 1, I want it to
turn into .5

Any help would be appreciated.
