How to enlarge the windows before log-in

Before logging in to my XP Home edition,
all the windows show up "shrunk" to the
smallest display size possible.

What do I change to Maximize these
in order to read what's on them
without a magnifying glass?
(ie., to include the F8
options list, etc.)

I am not exactly sure what you mean here.
There aren't any windows present before you log in to Windows.
So, do you mean that the splash screen, BIOS screen etc. have a resolution
that makes the screen a tiny rectangle in a sea of black?
And, do you mean that this problem goes away once you are able to log in,
or, does it prevent you from logging in?
Do you have any normal screens at all?
Please provide some more detail.

Sounds like it might be a function (fault?) of your monitor (or
computer BIOS) - if it happens before Windows starts up then the
drivers are not in operation yet.
 
This is a bios function. Many laptops will show the default 640 X 480
Windows logo & logon screen on the laptop's 1024 X 768 or larger LCD screen
prior to starting the drivers for the video and the image is rather small.
I have never encountered the problem with a desktop however. If you open
the computer's bios, look for anything that resembles "enlarging",
"stretching", etc. in either the onboard video setup section or on the
startup section of the bios screens.

Be careful when changing bios settings and write down each setting as it is
before you change it in case you need to go back to it.

To get into the bios, press either the Del, F1 or other key combinations
(explained in the manual that came with the computer and is normally
displayed on the screen for a short period of time at the beginning of the
boot.)
