How to enable Server services ?

Hi, I found there is no Server service in my Desktop computer which causes
this computer unable to share folders and printers in my home network. But I
don't find the Server service in Administrative - Services.

Another question is, I can see my Laptop computer in desktop computer's "My
Network Places" folder, but when I open this folder, it takes about 30 sec or
so to display or open those shared folders.
I am using D-Link 654 router, Cable connection, Desktop is wired Lan, Laptop
is wireless. The router is setted to use static IP, both computer enabled
NetBios

Firewalls on both computer are off.

Please Help !!!

Is File and Printer Sharing loaded in the network components list in Local Area
Connection - Properties? Is NetBIOS Over TCP explicitly Enabled?

Note that many firewalls may cause problems even when "off". There are several
other possible causes for your problem. Read this article with an open mind.

If no help yet, provide "browstat status" and "ipconfig /all" from each
computer, so we can diagnose the problem. Read this article, and linked
articles, and follow instructions precisely (download browstat!):
