How to enable pictures at websites displaying a red "x" in a box

Sometimes when I visit a website, there are frames that should display a
picture in it. However the space is blank with a red "x" in a white box in
the top left hand corner. What setting(s) needs to be changed in order to
allow the picture to be shown? I have Norton Personal Firewall and Norton
Systemworks for internet security.

The red "X" usually means that the picture (or component) is not available
on the web server and if that's the case nothing you can do will fix that.
