Sorry for the silly question: can they not simply enter 'ctrl-alt-del' to
do this? The Change Password... is one of the six options, normally! Or is
that greyed out?
Now, is it possible that if you open up the ADUC and then open up a user
account object and go to the Account Tab that the "User can not change
password" checkbox is indeed checked? If this is the case then it would be
simply ( well, normally ) a matter of unchecking that check box.
There is also a GPO that an Admin can create whereby the users are not
allowed to change their password until the Operating System requests that
they do this ( at the maximum Password Age in your password policy ).
