how do i create an appt and send an email reminder to my cell phone or
some other email account?

Have you tried the suggestion below. If so what version of outlook are you
using and how did it turn out. I am looking for the exact same thing.
 
Outlook is 2000 sp-3; I haven't tried it mostly because I was nervous
about downloading something from a site I was unfamiliar with.

I appreciate his offer for help . You would think more people would
be complaining about the lack of this functionality. Most email programs
have this "feature"
