How to download a file from a ftp web site??

I have a Dell Dimension 8200 computer with windows XP Prof installed. I am
trying to download an update file for my V2i Protector Desktop Edition
program. Symantec tech support sent me a download script and a pass word,
but I am unable to download the file. The following is the information is
shown in the command prompt window after I click on the script (it is an
..exe file).

ftp> open supportftp.symantec.com
User (supportftp.symantec.com:(none)): v2ipd
Password:
ftp> lcd
Local directory now C:\Install Software Folder.
ftp> bin
ftp> hash
Hash mark printing On ftp: (2048 bytes/hash mark) .
ftp> get V2iP204D.zip
(blinking curser)

After running the script, there is a new folder (V2iP204D.ZIP) created in
the folder from which I ran the script but there is no file in the ZIP
folder. The command prompt window stays open after the ZIP folder is
created. I have left the command prompt open for over thirty minutes
thinking that it may take awhile for something to start downloading.
Normally these upgrades are at least from 30 to 50 mgs. I should note that
I have Passive FTP checked in the Advanced tab of IE. Would very much
appreciate any help, Sam.

I have Passive FTP checked in the Advanced tab of IE

Uncheck Passive, click Apply, then OK. Does this resolve the issue ?

Passive FTP is needed if one has a firewall....This download required
I believe 3 tries for me... I put this down as the site being busy.
