How to disallow someone to change MAC address?

I've applied the mac filtering on my firewall so that someone can't
surf websites while someone can.

However, some users know how to change mac address in LAN card
properties.
I have to give them Administrator rights because some applications do
not run
if Administrator rights is not given.

Is there any method to disallow them to change MAC address?

How do you change the MAC address to begin with???
