How to disable the Delay sending of email in Options

Can I as the exchange administrator disable the delay sending of email
feature in options?
Can I do it for just one user or does it need to be everyone if it can be
done?
 
You should check out the microsoft.public.exchange.* groups, this
group is for VBA coding.
