How to Disable Publish to the WEB?

I have been upable to disable the publish to the web
folder option. I can delete the registry entrys for web
publishing wizard to stop it from running. There must be a
better way?

MS told me that you can not get rid of this, but as long

as IIS is not running it will not function.

IIS does not even need to be installed for this to work.
If he has this present from older versions of the software
then there may be an entry for it in Add/Remove Programs.
