How to disable annoying callout popups?

"Callout* popups? What are "callout popups"? I've never of a popup being
called a "callout popup."
 
Look at the bottom right of this screen shot;
it's the yellow callout box that says "Windows
network connection is now established"

This is just one example; I get other "callouts"
(I call them that because they look like the
callout dialog boxes in comic strips).

Those are called balloon tips. Run the edit on Kelly's site:

Another option is to download and run TweakUI, one of the MS powertoys.

In the Taskbar and Start Menu section untic Enable balloon tips
