There are popup killers. But whether they do what you want depends on what

If it's what I think it is, installing the hosts file found here is a
big help.

It changes periodically. Check the website once in a while.

Look at the bottom right of this screen shot;
it's the yellow callout box that says "Windows
network connection is now established"

This is just one example; I get other "callouts"
(I call them that because they look like the
callout dialog boxes in comic strips).
