How to disable ability to download files from net?

Can someone sell me how to disable the ability to download files of the
internet? I am at work & need to make it so the secretary's can't download
anything (voluntarily or involuntarily) so as to avoid spyware/freeware &
other junk.

Go to Tool/Internet Options in Internet Explorer
Choose the Security tab
Make sure "Internet" icon is highlighted
Click on the Custome Level button
Scroll down until you see the heading "Downloads" and then under "File Downloads" choose disable
Click Ok
Click Yes to the Warning prompt
Click ok to Internet Options

Try to download a file
