How to delete fdisk or format the C drive

Allright, I give up. I have a hard drive whom I'm tasked
with deleting everything on it. I don't care if it's with
a format or a fdisk. Problem is, I can't run fdisk, not
found. I go into Disk Management and see my nice pretty
NTFS C: drive but the format command is grayed out, and
trying to format from the command prompt won't work
either. Says that format cannot be run because the volume
is in use by another process.
This is a Windows 2000 Pro SP4 pc. I am logged in as
local administrator. What am I missing here?
 
You don't say if you want to clean out your current system
disk (and get rid of Win2000), or if you're dealing with a
second disk. Please clarify.
 
You can go to www.bootdisk.com and download a bootable
disk. Then boot off the disk and run format c:
ALL Data will be lost.
This will of course make your computer completely useless
until you install another operating system.

If you are going to load another operating system on the
disk then you can simply run the CD to install the
operating system and for 2000 and XP you are given the
chance to format the hard drive first or even delete
partitions all together.

If you are doing this for security reasons (Government)
the reformating the disk is not sufficient for government
regulation. You can go to NSA's web site for information
on how to erase data from a disk so it can't be recalled
later.

You can't format a drive while your running an OS off it. It would be like
giving your jeans a wash while you are still wearing them. Or trying to
replace a floor mat while your still standing on it.

Boot from CD or use a start disk to partition or format.
