In PowerPoint 2003, the default configuration is for
TOOLS/OPTIONS/VIEW/"Show menu on right mouse click" is se to on. We would
like the default behavior to be set to off.

When I set it to off, it's only effective for whoever was logged on at that
time. If a new person logs on, they get the old default.

How can I configure PowerPoint so all users have "Show menu on right mouse
click" set to off?

You'd probably have to log on as each user and set the option in PPT, then log
off.

Or log on, use Regedit to change:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\PowerPoint\Options
SSRightMouse (DWORD) = 0 or 1

It may be possible to create that same reg entry under HKeyUsers\.DefaultUser
or HKEY\LocalMachine and have all subsequent users default to that value ... I
don't know.
