How to create a fill in blank application in MSWord 2007

Only want user to have ability to "tab" to fill in boxes and not be able to
change existing instructional text.

If you are talking about forms, activate the developer ribbon by going to
Office button - Word options - show developer tab in
ribbon. Then on the Developer tab - Tools group - legacy tools. To lock or
unlock the form you must add a button to the Quick Access
Toolbar, click the at the end of the toolbar - choose More Commands.
Category Commands Not in the Ribbon, select the Lock command, and click Add.
