How to create a control for Non .net programming langage

I want to develop a control for PowerBuilder or Delphi in C#. however I
can't find any helpful information on the web. Can anyone tell me give me a
hand, example code will be great?

Can you create an ActiveX Control (OCX) with C#? This would be right that.
