How to copy file to top level directory

The windows port of emacs requires that the file ".emacs" resides in
c:\.emacs. Vista won't let me store a file here: I get a error (something
like insufficient priv). I can create directories in the top level
directory, just not files. How do I create a file?

turn off uac.

You just need to run whatever program that should be creating the file there
'elevated'
ie right-click the batch file or .exe or whatever you're using, and choose
'Run as administrator"

Could you elaborate a bit? I don't know how "to turn off UAC". What is

Start menu - a picture of something at top of start - takes you to user accounts-
bottom of that page - turn user account control on or off.

I don't use it at all. This is a 1 person machine. Keeping it on is like shooting myself in the foot every time I move the mouse.

Plus it's more trouble than it's worth.
