How to copy everything between user accounts

I have a computer (XP/Pro/SP2-etc., Outlook 2003) that's a workstation
on a Novell network. To date, all the users have used different logins
for the Novell network but the same login on the machine level - admin
rights, no password for the machine login.

I'm now attempting to have the users use individual logins at the
machine level, and would like to take the settings, mail messages, etc.,
from the old admin account and copy them to one of the individual user
accounts. I copied outlook.pst and the "extend" file, the only two
files in the application data\microsoft\outlook folder under local
settings for the old admin user, and placed those copies into the same
folder but for the new user. The new users Outlook seems not to
recognize anything about this - no messages show up, no accounts, etc.

How should I be doing this?

You won't need the extend.dat file, but the .PST contains all the user's
data. Just put it anywhere accessible by the user on his/her hard drive,
then add it to Outlook using File | Open | Outlook Data File.

You should be using the Save My Settings Wizard, which appears on the Start menu with the other Office programs.
