How to check my email from another computer?

I am trying to check my outlook email account from someone else's computer
(my computer crashed). How can I do this?
 
You need to configure your account on the new system and point the outlook
file location to your system, but since your system is crashed you wont be
able to access your outlook data file.

So, does this mean that i permanently cannot access my email account? My
system is completely down. I'll have to buy a new computer (it'll cost more
to repair than to replace). Can I have the computer tech who installs my new
computer - access my outlook account?

Please consult with your computer technician, if it is a minor problem, you
can always have your data retreived.
