How to change mailing label template in programming?

In our application the users should be able to choose/change the label
templates. In Word 2003, there is a function called 'labeloptions' that shows
'label options' dialog so that users can select their template. But this
function is not available in Word 2000.

Does anybody know how to achieve it in Word 2000?

There is no Options button on the Labels tab of the Envelopes and Labels
dialog in Word 2000? I find this hard to believe.
