How to change defaults to "allow dialin" instead of "deny dialin"

Hello,

When I add a new user to my domain controller I have to manually go in to
that users properties and select "allow dialin" in order for him to access
our network. How do I change the default setting on this so that I don't
have to manually change every account. Any help would be great.
