How to burn an .iso file?

A have been given a .iso file from a friend that I am told is a "CD Image" I
currently have windows XP Pro, how do I re-create this CD? Do I need special
software?

Cdburn.exe: ISO CD-ROM Burner Tool

This tool comes as part of the Windows Server 2003 Resource Kit Tools. I used it to burn the Offline Password Editor bootdisk. I had to use the -imagehaspostgap option in order to burn the CD successfully.

Command-line example:

cdburn.exe d: C:\temp\cd041205.iso -speed max -imagehaspostgap

Requesting burn at maximum speed
Not adding 150 sector postgap (must be part of image)
Number of blocks in ISO image is 61c
Finished Writing
Synchronizing Cache: burn successful!

burn them with your regular Burner program..

I go with John on this one.
