How to build pop-up box that appears when cursor is on spot?

I would like to add to a Powerpoint document the ability to move cursor over
dots on a map so that a pop-up window will appear with more information about
that location, and then disappear when the cursor moves off the dot.

Hyperlinks are the way to go. Put transparent shapes at the hot spots and add
a mouse over 'hyperlink to slide' action. Make the slides copies of the
original + the relevant popup. You can add a shape to the slide to return on
mouse over.
