How to block telnet port ?

I have some corporate users who try to go other networks
using telnet. How would I block this users from trying to
login into other networks using telnet. They are working
in our company.

login into other networks using telnet. They are working

I'd close the port for telnet on my proxy server / firewall. I'd also remind
them that its against the corporate usage policy (that is why you are trying
to stop it i presume?).
