Hey Fiontan,

Stopping Skype from being installed is a very complicated problem to
solve indefinitely for Beginners and Intermediate users with some
Experienced Administrators being the only exception. An end user would
not be able to install Skype if he was given access only to the Guest
Account. The only problem is that he would no longer have a Account to
himself.

To enable the Guest Account:
1. Go to Start > Control Panel > User Accounts
2. Click on the Guest Account.
3. Click "Turn on the Guest Account".

To Delete the User Account causing the problem:
1. Go to Start > Control Panel > User Accounts
2. Click on the Offending User Account
3. Click Delete this Account.
Note: This will on work if you are a computer administrator.

One way to stop it without denying the user a account would be to
block the ports (TCP - 80, 443) with your firewall but this would
leave access to still installing Skype and you may consider this
complicated.

Another better Alternative (unfortunately not free but is available as
an Evaluation version) is Anti-Executable, which is a program that
will block the Skype and other Executables. More Information can be
Found at http://www.faronics.com/html/AntiExec.asp

I hope this Helps.

Another possibility is Beyondlogic's TrustNoExe

To be fully effective this would have to be combined with a limited account
which doesn't allow installation into the permitted executable-folders such
as Program Files or Windows.

Do you control your network?
What computers can/cannot connect to your network?
The ports that are allowed in/out of your network to the Internet?
