How to block my users to issue a telnet command?

How do I block my users to execute telnet commands in
thier workstations? They are using to chat other users
outside out network. How do I stop them and what is the
best way yo block it? Thank you

You could try the following:

1. Rename or remove the telnet.exe file in the System32 directory.
This is quick but dirty.

2. Block Telnet traffic at your firewall (port 23)

3. Block this port in the advanced TCP/IP settings at the
workstation.

4. Could try uninstalling Telnet although I don't remember if you can
do this in Windows.
