How to ban users from run this exe files > (for instance), a:\*.exe,
d:\*.exe, e:\*.exe and u:\*.exe, so that you stop programmes running from
floppies, cd roms, usb keys and their home drive via Group policy?

You could try setting your users as "Restricted Users". I
don't believe they would be able to download any programs
then.
