How to Autofill empty cells in a column by previous data found

What I mean is, ..
Let's say we have a table with lots of rows and there is data in certain
rows for the a column. what i wanna know is how add/fill this data from one
row(s) in a column to the following rows downward to the blank rows/cells.
I hope this is explictable enough.
 
The closest you can get to doing this is to use the Ctrl-' (That's
control key plus the apostrophe key. If you are looking for something
similar to Excel's fill series function, it doesn't exist.
