How to Auto Launch vbscript with elevated privs. AD using OU policy.

I have a simple VBS script that modifies the local systems local admin
group.
I need to some how apply this script to a large amount of Active Directory
users.
These users do not have local admin rights .. so the script would have to
run as the system on power up.

I know how to do this using MSI's etc .. but how can I implement this vbs as
an MSI?
Or is there another way this script can be launched with local system
elevated privalegis, without the interaction of the actual users account
privelagis.. using active directory.. and an OU policy.

Forget this question..

I just noticed that Im able to target starup scripts from within on OU
policy you can easily target add startup scripts under the computer
configuration section .. it works just fine.
