There is no association, other that (1) an icon exists inside an executable,
or (2) An association is made via an installation utility which adds a
registry entry (ruled out by you), or (3) a user associates an icon with a
shortcut.

Thanks Kevin,
it seems that the best way to go, is to use the installation utility
that comes with VS 2003 or 2005. i tried that successfully.
