how to alter 2.0 text into 1.5 ?

Have text in 2.0 spacing. Want to alter into 1.5.
I highlight on new blank doc and
going thru format-paragraph 1.5 or control 1.5 only Adds 1.5 to the already
spaced 2.0 making it larger + not smaller.
ACK!!
HELP.
 
In that same dialog, what do you have set for Spacing Before & Spacing
After? If it's anything else, set both to zero, leave Line Spacing set to
1.5
