How to allow standard users access to programs

When using user account control, how do I allow certain programs to be run by
other users on my computer without them having my administrator password?

If the program requires administrator permissions then they will need to
give an administrator password. The best way to fix this is to update to a
Vista compatible version of the application. If that is not possible then
you have to figure out what registry keys and files the program is using and
change their permissions so that standard users have access to these
locations. This program will help to figure out what locations are being
accessed.

This is a complicated process with a lot of trial and error involved.
