How to Allow a Limited User to Install Software Using GPO

Can anyone tell how to do this please. I went into GPO using
gpedit.msc

then under the following paths: User Configuration --> Administrative
Templates--> Windows Components

Enabled the following:

Windows Installer
-----------------------------------------------------------------------
then under the following paths: Local Computer Policy--> Computer
Components --> Administrative Templates-->Windows Components

enabled the following:

Disable Windows Installs
Prohibit User Installs
Always install with elevated priveledges

But I still get the following errror when trying to install a software
download from the following site
http://www.belarc.com/free_download.html

The following error : "You do not have access to make the required
system configuration modification."

Anyone have any ideas or comments or suggestions would be greatly
appreciated.

I did that also but got no reponses either. Thanks will keep that in

Then perhaps no one had anything else to suggest? Or perhaps they thought
it was a ridiculous idea in the first place to allow a Limited User to
install anything, thereby defeating the purpose of a Limited User Account.

I understand what your saying but can you tell me then what other
method would be appropriate to allow a user to install software but
not give them administrator rights ? How about making the user a power
user then stripping all other rights ? Could you tell me the best
place to figure out how to do this ?
