How to allow a limited user to access a RAW partition

Ariel,

Here's a very very long shot as I don't have much
experience with Security on Volume's and RAW data e.t.c,

What happens if you add the user's group or a group which
you build for these users to the "Perform volume
maintenance tasks" sections on the user right's
assignment section of the local policy????

This may be completely irrelevant ;~

Anyway it was a long shot, sorry can't be more help :D
