How to add/del files or registry in login script when user is not local admin.

I would like to make all users just regular local power users and take away local admin rights.
But then I need to send out program updates, software installs, even setting the computers time.
This cannot be done if the user is not a local admin. How can I do this?
I am trying to avoid going around to each individual user's machine to do admin.
