how to add command "Resend Message" in Outlook 2003?

Hi All!
I feel like the dog chasing his tail Need help!
In the Outlook 2003, Under "Action" drop down menu there are supposedly 2
commands that I am missing. And they are "Resend this Message" & "Recall this
message." Can anyone tell me how to incorporate them in the menu. They are
also not available in the "Options."
Also, how do I add new (custom) stationery? My originals are not in HTML and
that is the only file format that Stationery will accept.
Your help will be highly appreciated.

Those commands are only available on the menu in an open message you already
sent. All stationery must be HTML.

If you are still having difficulties with this...on your sent message pane,
left on the message you want to resend, then right click and choose open,
then go to action menu and your commands for "resend" AND "recall" will
appear and you will be able to send the message!!!! (these commands only
appear this way) Congrats, you finally have what you were looking for!!!!!
