How to add colored flags to my follow up !

My follow up flag in Outlook has become 'locked' on clear ? No pull down
options or add /edit attempts will let me add the color choices back and it
has become a real hurdle. It started with all the German spam mail 2 weeks
back ? Any insight would be truly appreciated. thanks !

After furious head scratching, bbrady asked:
