How to add anything to GPO (Administrative Templates) ? .adm file ?

I'm using Group Policy and it works well.
(Windows 2000 Server with 20 W2K Pro clients).

I try to add/modify a specific registry value
using Group Policy - "MenuShowDelay" - this is
located HKCU\Control Panel\Desktop.

I would like every W2K Pro client in my network
to have changed this setting (MenuShowDelay) to
shorter time then default (for example 100 instead
of 400).

Can I do this using group policy ? How should I
write this *.adm file ? Any other way ?
