How to add a second axis to a chart?

I am trying to do a chart with items in Millions and in Units so I need a
second axis. Please help.
 
You can't select Secondary Axis until a second series is on the chart. Once
you've done that, select Format Data Series and Axis to select the Secondary
axis.
