That's read receipts. If you want it on every message you send (not
recommended) see tools, options, email options, tracking. For some messages,
look on the options dialog when you compose a message or set up an after
sending rule to request receipts based on the subject, recipient etc.

Go to Tools > Options > E-mail options > Tracking Options. Then check the
check box "For all messages I send, request: Read receipt".
Alternatively, if you want to turn this notification on only for a single
message, then click on the Options... button and check the check box for
"Request a read receipt for this message".
