How to access the "Blocked Senders" list?

I did a google search and didn't find anything definitive in regards to
Outlook 2003 so I'm going to start a thread here.

I'm using VSOT C# but if anybody has a sample in another language that would
do as well.

What I'd ultimately like to do is create a toolbar button or something to
that effect so when a user highlights an email, they can click the button and
add the domain to the blocked senders list.

I have no clue why ms doesn't do this. THey have the option to add a domain
to the safe senders list but no the blocked senders list.

The list is partly maintained in the registry in undocumented format and
partly in a hidden message in an undocumented binary blob. There's no
documented way to do what you want.
