I am trying to send an email to multiple contacts. how many contacts can I
send at once
 
As many as your ISP/Mail Server Host will allow. Many restrict it because of
spam. You'll need to check with them.

As Tom advised the quantity that you can send out is set by your ISP and not by
Outlook
