I want to be able to convert video while browsing the market in Eve
Online. How much difference will I see (as far as percentage faster
burntime, etc) between an Athlon 3200+ Venice and an Opteron 170?

It won't burn disks any quicker.

Tomshardware CPU tables have a good comparison of WMV encoding which
will give you a rough estimate.
