What software can I use to join together two image files?

I would like to join files such as JPEG, GIF, TIFF, etc which have
come from my scanner from scanning documents.

I then want to print the "double image" file on a single page so that
I get two documents side-by-side on that page.

The pictures have to be the size that will fit side by side. For 8.5 inch
wide paper each picture must be less than 4.25 inches wide. Even less with
printer margins.

In Elements see Creating multiple-image layouts in Help.

I think Irfanview can do it also.
Paint Shop Pro probably.

Maybe Microsoft Word can do it.
In Word, insert the pictures in the document. Then position them side by
side.

There are two possibilities, you either intend to merge and join the two
images into one larger image with no visible gap, to be one image,
or you just simply mean printing two images per page of paper.
I'm assuming the latter, my interpretation of side by side.

If you are just wanting to print, it is an easy answer, in that some
better, newer, photo programs offer a convenient printing menus to
print multiple images on a page, for example Elements 3. In Elements 3,
open both images, and then select menu File - Print Multiple Photos.
There are several options then about size, position, pages, etc.

The two images should be the same resolution if you want to retain the
original sizes relative to each other.

Or to do this manually, you could just make a new blank image the size
of your paper (and the resolution of the two images), and just put both
of them into it. Or your photo software probably has a Canvas size
menu. You could use it to double the paper size of one, leaving half of
it blank, and then copy the other image into that blank area. Key
strokes will vary a lot depending on the program, and you may have to
use layers in some programs to position the second image.

The printing menu above has a lot to be said for it.

If you want to stitch images together into one, Elements 3 also has the
menu File - PhotoMerge to help do that. See its Help file, but I cant
say this part really works so great. Some other programs have a similar
stitch menu. The panoramic programs have the best tools for this.
