The clip art that ships with Word or is available from the Microsoft online
clip art galleries is probably no better or worse in absolute terms than any
other clip art you might find online (by searching Google Images, for
example). That is, it is not necessarily better artistically, nor is it
necessarily better suited for your purposes (you may not be able to find an
image that is just exactly what you're looking for).
It does, however, have the advantage that it comes with a license that
allows you to use it in certain specific ways. Although everything on the
Web appears free and in the public domain, in fact, all art is copyrighted
in one way or another. Microsoft owns the copyright on the clip art it
distributes, and you are allowed to use that art for noncommercial purposes
(meaning that you are not trying to resell it).
